will assist senior attorneys by coordinating technical responses to proposed state legislation by tracking legislative initiatives across all the states, identifying potential issues, working with outside organizations in the tax community (to make sure Company position is represented) and Tax Office compliance (to quantify potential exposures), and communicating results to senior attorneys, state government affairs and outside lobbyists (and drafting "talking points" and legislative language where appropriate).
Incumbent will also assist senior attorneys on state tax audits, refund opportunities and controversies, including meeting with state auditors, and preparing oral and written correspondence at the audit level, hearings and appeal level and judicial level as required.
Additionally, successful candidate will assist senior attorneys in review of junior attorneys work-product and assistance in major initiatives.
This position will work closely will Tax Office compliance on audits, controversies and planning; thus, candidate must be able to assist senior attorneys in review of tax office compliance analysis of issues.
QUALIFICATIONS:
- At least 5 years of experience in the tax field (at least four years exclusively in state and local income tax) with strong tax research and analytical skills
- Juris Doctor (J.D.) degree, MA in Taxation (or at least in progress) or CPA required as well as undergraduate degree, preferably finance/business/accounting
- Strong organizational skills, including the ability to develop and maintain and follow up on project status reports
- Ability to work independently and provide a strong level of support to senior and junior attorneys on tax aspects of company's business and transactions (including associated contracts and documentation), with focus on state and local matters
- Ability to identify and research issues and provide analysis, written memoranda and oral presentations to the business people as well as to internal tax office staff
- Experience with tax accounting and tax return preparation to support interface with compliance staff
- Expertise in legal research, including use of Lexis, internet and CD-ROM based resources
- Experience with contract drafting, review, revision and negotiation
- Strong organizational skills and ability to manage multiple projects simultaneously with initiative
- Ability to think conceptually and analytically
- Strong written and oral communication skills, including the ability to draft legal documents (protests, briefs etc.) and the ability to succinctly explain (both in writing and/or orally) tax issues to company non-tax personnel
- Excellent interpersonal skills
- Expertise with Excel and PowerPoint a plus
